I understand that Mr. Hall has spoken to Mr. Paskin about the point raised by Mr. Sidebotham in his minute 3/10 above. Mr. Paskin fears that we are too late to sound Mr. Macdonald and in any case he, Mr. Paskia, will be unable to do so. Perhaps Mr. Higham might mention the matter.

(30) - This telegram is unsatisfactory in that it appears from para. 1 that the University authorities have still not yet been able to give the Governor the required assurances. However he anticipates that they will be able to do so and on the strength of this I think it is time we approached the Treasury on (a) the £250,000 promised in the 1948 financial settlement, and (b) the of a million C.D. & W. grant. Another good reason for bringing up (a) is the fact that the 1951/52 Estimates are

in course of preparation and the million will have to be voted. I have therefore revised Mr. Fairclough's draft to the Treasury (behind (23)) and submit the result for consideration. I think it is self- explanatory.
